Moorey, Cataloge of the Ancient Persian Bronzes in the Ashmolean Museum, Oxford, 1971, p. 231, similar pendants discussed and date, p. 230 mentions such pendants used either as personal adornment, decorating belts (especially true North-West Iran), or as jingles on horse hanesses, pl. 65, fig. 414.
